On 17 April 2026, the Western Cape Department of Education hosted an inaugural capacity-building session aimed at strengthening district-level leadership. A joint team from the Department of Basic Education (DBE) and the National Education Collaboration Trust (NECT) facilitated the first practical, hands-on, five-hour mediation of the District Director’s Operations Handbook.
Under the leadership of Ms Heather van Ster, Chief Director: Districts, the session brought together eight District Directors and nineteen senior district officials. This engagement marks the beginning of a broader national rollout, with additional mediation sessions planned across the remaining eight provinces. The next session is scheduled to take place in the Northern Cape on 8 May 2026.
The Handbook itself is the product of collaborative effort, developed by DBE officials, NECT technical advisers, and experienced District Directors. It has been formally endorsed by the Committee of Education Ministers (CEM), underscoring its importance as a guiding framework for district leadership.
Effective education policy relies not only on sound design but also on consistent and informed implementation at the point of delivery. In this context, the mediation session represents a significant milestone in advancing the Integrated District Improvement Programme Framework, adopted by the Department of Education in 2023.
Key focus areas during the session included the complex and multifaceted role of District Directors, strengthening instructional leadership, improving planning processes, enhancing school support, reinforcing proactive accountability, and deepening understanding of the implications of the amended South African Schools Act (1996).
More than a standard orientation, this mediation initiative serves as a strategic intervention to strengthen district functionality and improve education outcomes.
