The 8 districts include Bohlabela (Mpumalanga) and Bojanala (North West), Libode and Mount Frere (Eastern Cape), Vhembe and Waterberg (Limpopo), Pinetown and uThungulu (Kwa-Zulu Natal). To initiate this process, the NECT proposes to conduct a baseline learner performance assessment as well as conduct a school functionality survey in a sample of primary and secondary schools across all 8 districts.
Data from the learner survey will be used in conjunction with the Annual National Assessments (ANA) and will allow the NECT to draw some conclusions about learner performance in each of the districts over the lifespan of the intervention. The administration of the short survey instrument (designed by the NECT) will allow progress in overall school functionality to be observed and conclusions drawn.
Lead Agents are the implementers of the District Improvement Programme in each of the target districts.
Working in collaboration with the Lead Agents, NECT will inform district authorities of the schools and learners selected to participate in the assessment and facilitate access to the schools.
