The National Educational Collaboration Trust and the Department of Basic Education’s District Branch planned and implemented the first pilot District Winter School which took place from 27 June to 01 July 2022.

In the quest to secure alignment with the DBE, the NECT reviewed the DBE policy on the organisational roles and responsibility of education districts. This policy stipulates 7 competency which informs the operations of officials such as Circuit Managers, Education Specialist/SES, DCES and CES. The below competencies outline the programme design: outlined below.
